In 2015, Ward 2 sent a clear mandate that new leadership was needed at the City Council table. I was humbled to receive 72% support from Ward 2 voters in 2015 when I was elected to my first term. I vowed to be your voice at the council table and over the last 4 years, I have consistently honored that commitment. We’ve made great improvements and progress, but more work remains to be done.

With your support, I’d like to continue to:

  • Advocate for balanced, strategic budgets that meet our debt reduction plan strategy while also addressing critical needs in our community
  • Maintain a heightened focus on community safety
  • Continue to advocate on behalf of our JFK corridor for new business development and ensure the JFK corridor is not forgotten and left to deteriorate before action is taken.
  • Be a voice you can trust to fully analyze important decisions yet to be made with Five Flags, Schmitt Island and many other city plans
  • Continue to solicit community input and work with you, our citizens, to ensure our plans align with your community vision of the future.

I will continue to advocate for new fresh ideas and will always challenge the status quo when necessary.  To truly be a progressive community, we need to step outside our comfort zone and be willing to embrace new and innovative approaches to solving challenges that exist in our community.  The decisions made over the next 4 years will have a long standing impact on the future of our city for generations to come.  I will be your continued trusted voice that helps ensure our decisions made, properly reflects the will of you, the taxpayers of Dubuque.

I strongly believe in the citizens of Dubuque and believe our city government works best when it is truly operating as a government OF the PEOPLE and FOR the PEOPLE.  Let’s keep this momentum going.  Vote Del Toro this November 5th!

Our Opinion: Another Term for Del Toro in Ward 2

These past four years, he learned, persisted and learned some more. He has shown a willingness to take on traditions, question colleagues and senior administration, and remain accessible to citizens.

The council needs members asking the tougher questions, even when it annoys the mayor or city manager, and in our view Del Toro will continue to do that.

All in all, though he has taken some positions with which we disagree, Del Toro has rounded into a solid elected official. He receives our endorsement for a second four-year term.

Working for YOU! Vote Del Toro for City Council November 5th!

4 years ago, some said we didn’t have a rising crime problem. We were told it was only a perception despite record numbers of shots fired cases and murders in our community.
Your voices, and your votes said otherwise.

Some believed citizens were merely spectators at city council meetings there to observe only not to be active participants.
Your voices and your vote reminded us who council members truly represent.

Some said we didn’t have a spending and debt issue despite 2 back to back credit rating downgrades.  Your voices and your votes said otherwise.

When some doubted that a challenger could possibly unseat a 3-term council member, your voices and your votes proved otherwise!

And that ladies and gentlemen is how change happens. One person. One vote. One election at a time.

My name is Councilman Luis Del Toro and I ask for your support once again as I seek re-election for a second term!

City of Dubuque officials report 'no change in leadership' after closed-door evaluations

We continue to work toward finding common ground.  There was no decision yet that has come from our closed sessions when we were interviewed.  Though this reflects 'no change in leadership', this solely is based upon the recent meetings but doesn't mean changes couldn't still be seen as we continue to discuss this matter.
